S.5: Reducing Vermont's greenhouse gas emissions and keeping heat affordable

The act is designed to reduce the state's greenhouse gas emissions created by heating homes while improving conditions for low- and moderate-income Vermonters. Concerns have been raised in OpEds in multiple news outlets about whether the act can achieve both goals.
